Structured Professional Judgement

A number of Structured Professional Judgement threat assessment tools are listed.The tools are not mutually exclusive. This means that more than one tool can be applied in a given case, depending on the circumstances of the case (e.g., in a case involving stalking and intimate partner violence both the SAM and SARA may be used).

HCR-20

The HCR-20 should be used in cases involving any type of general violence. It is particularly useful in cases where it is known, or suspected, that mental health issues may be afactor in perpetrating violence.

The HCR-20 has been used in the following situations by the Vancouver Police Department:

          • 15 year old male with mental health issues threatened to kill ten classmates;
          • 23 year old male with mental health issues and a grievance against the police threatened a number of police officers;
          • 30 year old male observed writing about suicide and homicide in personal journal;
          • 65 year old male stated to a psychiatrist that once he was release from the hospital he would kill his ex-wife.

SARA (Spousal Assault Risk Assessment Guide)



This risk assessment tool is designed to be used in intimate partner violence (IPV) cases. The SARA should be used when an in-depth assessment of the case is necessary. (The B-SAFER is designed for police use and is a shorter version of the SARA, and is meant to be used when the assessor is under a time constraint.)

BSAFER (Brief Spousal Assault Form for the Evaluation of Risk)



This risk assessment tool is designed to be used in intimate partner violence (IPV) cases. The B-SAFER is designed for police use. It is a shorter version of the SARA, and is meant to be used when the assessor is under a time constraint. 

After using the B-SAFER, and when time permits, the SARA should be used to get a more in-depth assessment of the case. Overall, it is advised that the SARA be used in cases to get a more comprehensive view of the case, unless time constraint precludes this.

SAM (Guidelines for Stalking Assessment and Management)



The SAM should be used in cases involving stalking/criminal harassment. For the purpose of the SAM, stalking has been defined as: unwanted and repeated communication, contact, or other conduct that deliberately or recklessly causes people to experience reasonable fear or concern for their safety or for the safety of others known to them (p. 1 of SAM manual).


The SAM has been used in the following situations by the Vancouver Police Department:

          • A protest group threatened and harassed public officials associated to the Olympics;
          • A 40 year old male stalked a movie star via letters, gifts, and approach behavior;
          • A 35 year old male threatened a physician via threatening phone calls and messages.

RSVP (Risk for Sexual Violence Protocol)



The RSVP should be used in cases involving sexual offending.
